How to weigh down lily pads

So we've got a jumping bean lily pad. It will not stay in its pot. I've put heavy rocks around the top and it still finds a way to escape. I'm using our local clay soil. Any tips would be appreciated. :)

I tied mine to a rock w/fishing line and just tossed onto the pond shelf w/no soil.

I have a few that just want to float, tuber ends up on the surface. Mine don't grow well without being planted. I take some fishing line, cross tie them into the oil pan.

I put mine in an oil pan and surround the tubers with kitty litter.
I have some that insist on floating even planted like that. Those I cross tie with some fishing line into the pot.

It's not too sharp...like could cut the plant? just wondering.
No it does not harm the plants. I groomed all mine this spring I have some that need to be re-groomed. They jumped their pots, i.e. grew way toooooo much, three are floating i.e. too much root mass now not enough kitty litter. So for now they are doing a bottom float lay sideways under the water. They can wait until spring to mess with them.

i have them in the large planting pot (from when i bought plants) then put rocks over/around the tuber. they send roots out through the holes. grow like crazy

Most aquatic plants like to float away to new places to set root, I'm chasing my yellow flag irises all over the pond right now. I keep looking for something like plastic canvas but with holes in the 3/8 to 1/2 inch range to cover my pots but haven't had any luck so far.
