Can any one help me to identify the plant that is in this picture. Is the plant that the couple are standing on. thanks a lot

It's hard to tell without a closer look at the plant.

With this being said, it's obviously a ground cover. It might be Blue Star Creeper (Laurentia fluvilatilis).

The plant in the picture has yellow flowers so I would sat that it is creeping jenny. It is growing out into the water as well and this also a habit of creeping jenny.

Take the photo to a nursery. They should be able to ID the plant.
