stupid question, but what is it, and how is it used? repairs? joining
pieces?

It is a plastic tape with glue on one or both sides. I only know the stuff
for EPDM - different liners would need different tapes, as the glues are
specific to each type of liner. Permalon is not (usually?) taped, it is
heat sealed.
It is best used for joining new pieces, but can be used for repairs if the
liner is really well cleaned. For repairing a puncture, you want the
single sided tape, For joining pieces you can use single or double sided.
