It's like a hamster ball but smaller and yes you put food in. There is also 2 ping pong balls in it to help it float. I don't think it would be hard to diy.

My koi aren't that big, yet. Would a waffle ball work? Does it have to have treats?

A waffle ball would sink and yes it needs food.
It's not as fun but throw a slice of watermelon in your pond.
