Greetings…
I have a 1/4 acre pond that is infested with reeds.
I have cut, sprayed and lost sleep over this menace.
Currently I am using Glyphosate 5-4 with Dyne-amic as a surfactant.
Once these die off, can I cut them just below water line?
It touted that they will be killed to the root, but they keep coming back in spades each year.

Sounds like a big project. When I lived in AZ I spent a lot of time at Dead Horse State Park. They have 3 lagoons that each have sizeable reed growth like you do. Perhaps it would be worth reaching out to them for their advice.

That's a nice looking 1/4-acre pond @Sandyb

If it were my pond, and I have one very much like it along with several larger ponds, I would lower the water level and take a backhoe to those roots and 100% solve the problem. In a pond that size, the backhoe could enable the lowering for you and then dig out the roots entirely.

My solution would never employ chemicals. A nice pond like that could easily grow many fish especially bluegills and provide tons of enjoyment. My grandchildren always delighted in fishing my small pond over the larger ones.

I also noted from your photo that it looks like you have a good amount of surface plant growth possibly filamentous algae or other. That needs to be identified, and control measures taken. Chances are that a triploid grass carp and a few Tilapia can clean that up entirely.... again, completely without any chemicals.
