So I have iris, thalia, dwarf cattail and an arrowhead (the yellow looks bad, but the new shoots are nice and green. I have the top of the pot covered with about 1/2 inch of water. They are planted in pots with pea gravel, layer of clay soil, two fertilizer tabs, and more pea gravel. Should they NOT be submerged at all or are they ok?

Different species of iris have different requirements. Some can be submerged like you have it and some just like their feet wet.

All the other plants are fine where you have them.

Arrow arum tends to yellow when transplanted, but will recover as you noticed.
