Beautiful flowers, but what is it?

My niece just got this for her pond, none of us have a clue what it is! (she is in the Sacremento area of Calif) The nursery owner wasn't there when she bought it and all she was told was that it gets nice flowers. She is going back soon to try to find out what it is. I can't find it in any plant ID things and it is driving me crazy! It is a floating plant.

That's what people keep telling her, but it was not near a crepe myrtle and it did not have flowers yet when she bought it. she says the flowers are part of the plant.

The flowers must have blown in from elsewhere, or someone is playing a trick on her. That's a water hyacinth.

That's what I'm thinking, it has to be crepe myrtle flowers. I'm waiting for her to go back to the nursery and see what they tell her.
