I got it out of a free box at a garage sale and I just know it is something that goes over your shoulders I presume but can't figure out what it is supposed to attach to. Anyone have any Ideas?

I don't know that's why I'm asking. I looked up baby tote but don't see anything that looks like it there. Thought maybe it was for a chemical sprayer or weight lifting support thing. Just don't know. There was no one there to ask what it was. They just left a bunch of free stuff out in boxes. I thought it might be good for something...........silly me!

I think @Meyer Jordan is on the right track. I think it is part of a baby carrier like the kind where they either face you or fit on your back somehow. It's going to the 2nd hand store and whoever buys it will know what it is.
