What I read here is that, with the vertical cleanout pipe in the bog, we turn off the pump, screw off the cap of the cleanout pipe, attached to an external pipe, then turn on the pump and dirty water would flush out. But when I did the above with one of the cleanout pipes (in total 4), no water flush out and water still came out from the slits as usual, as if the cap was still on. Does that mean the pipe was blocked? Did I do anything wrong?

Can you post a picture of your setup? There may be some reason for not getting water at clean out cap.
It's the typical bog setup. The inlet then 4 parallel pipes, each has its own vertical clean out pipe.

It's possible that your pump is not strong enough to force water to the clean out pipes. As long as you are getting good water flow along the entire bog you should be good.
Did you open up all 4 caps? Maybe try one at a time.

You need to have pressure within the bog. If the un no back pressure from months of the bog working . Then there is no way path of least resistance will be a pipe that rises. IT won't be for probably a year or more before you start seeing anything
. How often and how big are your cuts In The pipe

pump is ~4300GPH, 2'' PVC. From the top of the bog (now the PVC grid is covered with ~18'' gravels), it seems water is coming out mostly from close to the inlet (lots of bubbles there), not many bubbles in the other end.
I opened up only 1 cap.

The bog has been running for a few days. Lots of muck/algae in the water. I lift the inlet pipe up so that it's in the middle of the water. Do you mean it will take some time before pressure builds up in the bog and only then I can see things from the cleanout pipe?

The pipe is 2'' PVC 10 feet long. Every 8in, I cut 1/3rd of the way, 1/8" cut.

The bog is new you have a clean bog water is going through faster than it ever will again. The bog will start to clog or start to show some resistance in time when that happens your pipes will start to get some build up. Or if you didn't cut a lot of vents in the pipe the resistance will be less than when you take the cap off that's the path of least resistance.

I have a 24 inch trap at the end and I have never seen that much in there in 7 years
