Fish behavior

Hi,
I am new to pond-keeping and fish. I have a pond that is 16'X8'X19" with shelves around halfway, two deeper pools each about 2' diameter, and has been planted with plants in the various depths as directed. I added 25 Reds a few days ago and another 4" goldfish (?) that the salesperson gave me for free. The Reds are doing ok but I see the larger fish spending a lot of time at the surface either skimming the water or getting air....Then she swims off happily but repeats this again. (Sorry I know very little about this subject yet.) Is this normal fish behavior?

Some of mine skim the surface looking for food. It does not sound like you are over stocked. Add an aerator if you have one, see if the fish stops doing it
