Fish breaking water

I have a small 260 gallon pond. I had different ponds for 16 years. This year my common goldfish are raising their heads out of the watter and skimming across the surface. This has never happened before. The pond is crystal clear there is a waterfall and air pump for airation. The fish appear healthy and active. Eating well. Has anyone experienced this? Thank you

You might not have enough oxygen in the water.
