what is it, how should I fix it, and should I seclude him from the others? thanks!

I wouldnt really worry yourself any , this scale is getting ready to drop off and a new one form underneath.
At some stage or other your fish has damagedthis area .
The green you see is no more no less than harmless algae spores that have explointed this ding to your fishes armour .
It happens more times than you think and many get missed
