Help with homemade Venturi Valve

Ok so on the suggestion of a fellow forum member I tried to make a Venturi Valve to get some extra oxegynation. What I built looks much like some versions I have found online but for some reason it is not sucking in any air. The end with the piece of pipe sticking out is the "in" side. The picture looking into the opening is the "out" side. You can see the piece that is inside restricting the flow. When I blow into the air tube it generates the desired bubbles but when I stop it is just water...pretty strong flow too.

What have I done wrong?

After sleeping on it I realized what my issue is. The hose that I am sticking into the "in" side pipe is the same inside diameter as the fitting that I stuck inside the tee...so even though the valve body itself is larger than the output hole, the input flow is equal to it...so it does nothing. Once again I am showing the bone in my head...back to the drawing board.
