How to plant Red Ludwigia | Ludwigia glandulosa

I put them in a pot and lowered them in the pond with the water at the top of the pot.They just lay over.Should the be submerged to the bottom of the pond?

You can do either. If kept shallow, in warm water, they will grow emersed over a period of weeks. Give them time. My amazon swords grow emersed but it takes a few weeks. I vote to keep them shallow for now.
