I have a 12' x 12' shed and I am putting in a 660 gal open top tank 38" deep x 72" dia and want to have some kind of grow light. Can anyone suggest something thats not to expensive?

I grabbed a shop light fixture from home depot. You can get ones that hold 2 or 4 of the long tube bulbs. T5, T8, different lengths. I got the fixture super cheap on clearance. You could even check Craigslist. There is one on there near me for $10 right now.

i've read the T5 is the way to go but don't you need a special fixture and bulb?

You can buy the plant grow bulbs at home depot. I don't think the fixture matters as long as it's rated for the wattage of the bulb and is shaped in a manner that it directs the light where you want it to go.
