It looks like mugwort. If it is, I'd get rid of it - TERRIBLY invasive. I was sold a potted mugwort once as a cranesbill - planted it and lived to regret it! 25 years I've been digging it out of my gardens!

I should have added - I consider anything I didn't plant to be a weed, unless I can identify it 100%.

It also looks like another invasive plant that I had and had to eradicate - aquatic buttercup. In either case, I'd err on the side of caution.

I decided to leave it alown and now it is in bloom. Now can someone ID this plant?

Looks like the weeds that show up in my grass sometimes. They mostly get mowed before they get to bloom. Looks rather nice in your pond tho!

I think the invasiveness of a plant depends on the location. I've had some plants that people complain about that weren't invasive at all.
I don't know if all buttercups are the same, but here in northeastern PA I've seen what looks like that plant and it's just fine. I like that cute little yellow flower.
I have a lot of different ground covers all over my property that most people probably think are invasive. As long as they are not ruining my lawn, I don't care. If they are growing on the edges or in and around the rocks and such, I let them be. To me, any plant is better than bare ground. Plus, they will keep the soil from eroding.
Just keep an eye on it.

I look at it this way if you like it and it behaves i's self then it's all roses to me . I have worked all over the country and in one area they will call a box turtle endangered . just to leave that area and start working say a state or three away and find that the box turtle is everywhere and they actually have turtle crossing signs . soooooo do you like it would you mind if it took over a particular area? can you do something to insure it won't grow past where you want it to stop. but if it does like where it is it can become very hard to remove. some plants if you leave so much as a 1/32" of root behind it will grow back

I have them everywhere in the summer, some grow in the stream, the dirt, the rocks. I let them be. Actually anything that grows gets to grow. Our bees love the flowers of the creeping charlie, which I do dislike, but I leave that also.
