Is this white stuff a mineral deposit?

It's on my water lily pads. It doesn't gone away when I top up the water. Only heavy rain can wash it away.

Slow response sorry. I would say hard water deposit. My pond in arizona had really hard water, spots like that all of the time. Here in MD the water is really soft.
