Keeping technical threads on topic

I've seen some threads recently where a member has posted a question or introduction, but the topic has really taken a tangent with gifs, in-jokes and chat. That sort of thing is fine in a general chat topic, but when it's an introduction or technical question, it's really going to turn new members away.

I love that we're a friendly and welcoming place, but we also need to keep off-topic stuff to the right section of the forum so that we're still a technical resource that people can use for pond help. I've read a few threads today that were really confusing to follow, and I'm here every day, so it'll be really hard for new members to understand ;).
