Our female Koi are full of eggs, but are not spawning/laying them. What could be the problem?

Possible reasons, over crowded, need new water, all the same sex, uncooperative,
You can try water changes, needs to be 25-50% getting late in the season though. In your area most have already spawned by now.

All the reasons above. Do you have any plants or hyacinth for them to spawn on to? Sometimes they need some appropriate spawning material. Sometimes they just do not spawn and re-assorb the eggs.
I tried all kinds of things to get my fish to spawn this year. And after a full month it took moving 6 of the best to a 600 gallon pool with cool water, lots of plants, a case of wine, candles and some soft music. But they finally got in the mood!
