That should be on the contractor to fix! His damage- his problem. I would suggest they replace the liner! A patch may work but why take the chance.

@robinday
Ask the contractor to replace it.

Hello and welcome! Agree that this should be on the contractor!

Does the pond have a liner or is it a concrete pond?

The problem is they used rocks weighing some of them close to a ton, and they can not bring a boom in because they build a new patio where it would have to come in and this is the second liner. I am very discouraged as this was started in June

Sorry for the contractor, but speaking as one for 25 years and in the trades for 40. Some times the bad surfaces after you get to a point that it is a nightmare having to pull appart what you just built . 2,000 pound stones aren't that big deal and a new patio can be covered with plywood or plastic mats sure it sucks but they should have made triple sure there were no leaks before they made the site inaccessible.
I would start by shutting down the pumps mark where the water line is and see if the water line drops. if it stays it's not in the pond. if it starts to drop let it go until it stops and when it does stop the leak or a leak is right at that water level. It may not be a picnic to find the leak but if it was easy everyone would have a pond. one other option thats costly on the upfront cost is a All terrain folk truck the have up to a 40 foot reach on average. They can easily lift a 2000 pound stone. but when the arm is out all the way there ability to lift lessens . i am betting all your rocks were set with and excavator 18' max reach on average for pond build. That could save hours and hours of rework . Now most leaks are at the waterfall if you can disconnect the plumbing at the pump i would do so plug the end and fill with water see if there's a leak there. and lastly turn the pumps back on and see if the leak surfaces again if so then it maybe the falls or the edge somewhere

post some pictures maybe you'll get lucky and someone see's the problem

Sorry I wasn't very specific , we know where the leak is , it has been repaired, but all the water leaked out again to the exact same spot. There is 2 liners in the pond, the leak is near the skimmer 3 inches from the bottom. I was just wondering if it is patched can we also put flex tape?

If its done right putting flex tape is like putty a bandaid on a amputee . It won't do much but it won't hurt
