Municipal water high in phosphates

Tested the city water today...still looking for reasons (other than too many fish) for my pond phosphates being very high (10 ppm using API). (Other parameters are good..no ammonia, near zero nitrites, pH 7.0.) Using API, the city water tested between 2.0 and 5.0 ppm (the color was very hard to match, closer to 5.0 than 2.0). At any rate...my fish aren't completely to blame for the algae growth, which thus far is under control. I'm still committed to giving away the fry and fingerlings.

Yeah, my city adds phosphates to control high iron although I have never tested the levels. I always try to water change my ponds with rain water as opposed to tap which will get the green water going.
