I think you absolutely could do this! We force paper white bulbs to bloom by putting them in a container with gravel and water... what describes a bog better than gravel and water! You will need to make sure the bulbs aren't submerged though.

Good advice. I was going to sink them in! They should root into the gravel right? I worry wind will blow them over

They should. I would prop them up with rocks. Kind of make a gravel bottomed bowl that you can set the bulb in, if that makes sense. They MAY not mind getting deeper in the water, but since that's how we've always forced them, I'm assuming that's the preferred method of growing.
