if you put a tee on the suction side keep it capped off unless you use it for a second suction source like a skimmer ,or upper water intake

The check valve needs to be some were before your pump inlet
a ball valve above the check would help when working on the pump , or check valve

The only reason I ask about a check valve or tee is because I am worried the pump won't be able to suck over the block wall unless I can add a tee and pour water in from there. My pump does have a primin pot. Do I need the tee & check valve?

The tee is up to you and whatever you want to add to it. The CV is nice to have and in your case maybe necessary.
