New Pond Owner

I recently moved to a new house in November 2009. My back yard is complete with formal gardens and a wonderful concrete pond. The pond is full of vegetation and several KOI fish as well as a few tadpoles. The previous owner never used filtration or a pump in the pond. I guess the dimensions of the pond are about 5 ft by 3 or 4 ft. I want to start fresh in the spring and need some advice. I want to take the vegetation that is presently in the pond out and start with some new plants ( water lillies, etc). I want to completely drain the pond and start with fresh water. I want to provide filtration as well as type of water movement (not a watefall). Bottom line I need some advice. How should I go about starting the "new" and improved pond?

FXM read my other post. Learn about filtration before removing the vegetation. Right now it is your filtration and bio element for your Koi.
