Order of material for fill in of 10 - 12 round koi pond

Greetings…
New to the forum, hope I’m in the right place.
I have a 10 - 12 foot round koi pond (empty, dry, never used) that was installed by the original owner of my property.
I want to fill it in.
I intend to Jack hammer holes in the bottom, but my question most importantly, is how would I fill it in?
Gravel in the bottom?
I have thousands of small river rock (that I’d love to get rid of) that may be visible in the photos of the edge of the pond.
Layer with clean fill dirt?
I hopeful that someone who is knowledgeable could suggest an approach for filling it in, step by step, and material to use.
I’d like to be able to sod or plant some ground cover over the filled hole.

yes lots of penetration's through the concrete and by that i don't mean small 1/4" holes . make some voids in it . put in your river rock and then fell with sand or sandy soil and top with topsoil
