Many ponds have an overflow pipe installed in the pond's perimeter, others create a slightly lower spot in the liner at some location on the pond's perimeter.
This is done primarily to direct the excess water away from unwanted areas. It presents no real danger to the fish.

I have the extra water exiting at the side of the pond where the yard is lower than the pond (option 2 in @Meyer Jordan 's post). I depressed the liner in one spot that goes under the rocks and then out into the yard.

I have one area of my berm with a low spot [intentionally], and I have rocks around that area. The water can run out, but the fish can't go out with it, as with @cas description and picture above.
