If would help to give a range of cost you want to spend. There is a Koi Cam that seems pretty good

the Koi cam has been discontinued from Ponds and the American Victory website has no link to purchase the item. The link to go the their eBay store is also shut down. this product seems to be off the market.

Jeff,

I have an idea that will save you much $ on the camera. Use a standard web cam and make a bathyscope out of 3" or 4" diameter PVC or ABS pipe and a Tee fitting. Install a clear (acrylic / LEXAN) window in the open sideways facing "view" port of the Tee then submerge the pipe and Tee in the pond. This might require some special designing so that you can keep the tube submerged in the water such as installing a plate in the tube above the Tee/camera and filling it with sand to weight it down. With this bathyscope, you could use a standard (non-submersible) camera and maybe even one with UV LEDs for night viewing fun.

Problem with that , we tried it, the cams put off heat, if the pond water is cold they sweat in the container.

Ah!, so the LEXAN window will fog up and moisture may also cause problems with the camera's electronics. Would have to keep dry air circulating in the tube and maybe use some dessicant material in the base to extract the moisture.
