So far, I can't get it to suck water into the skimmer or produce air bubbles. Its just sits in the water and when I pull it back out it sounds like the pump is funtioning but obviously its not doing its job. Any suggestion from other owners?

sounds like it is not low enough in the water. The 3 lobes on the top should be the only part above the water. you may need to add some weight to it to adjust the height.

I had to drop a rock in mine to keep it from floating up. It works very well since.

I have one, just push it down until the basket fills with water making sure the wier is facing inwards. I did loose a fish because I left it on while I was at work. She got trapped in it and it did what everyone eventually complains about, rose up out of the water.
