Question about API Pond Breather

I bought that API Pond Breather for $17 back when Fosters and Smith had that great sale.
For those of you that use it, I'm wondering about it's operation.
The directions state: ice may form on top of the float from water that exits the overflow hole near the bottom of the gas exchanger.
I don't see any water exiting from the outside.
I accidentally pulled off the removable top and I see a very slight flow of water bubbling out of the tube. Is that enough flow? Is that the way it's supposed to be?

The water is pulled up along a small heated cable and then flows back down thru the main tube. No major flow which is why it is so low on energy usage. Sounds like it's working perfectly!

Thanks for the reassurance mrsclem! I was hoping for such an answer.
After using a 250 watt deicer for many years, I thought I'd give this 40 watt device a try. And the sale price was phenomenal compared to the list price of $75!

Ya, bought an extra one myself. Have used them for last few years. Much cheaper than running high wattage heater.

As @mrsclem stated, it sounds like it is working fine. I am going to share a picture that @MitchM posted a couple of years ago when I had the same question.
