I just drained and cleaned my pond and used a few chemicals to try and clean it up a little more.

I’m seeing a lot of bubbles in my pond, mainly accumulating near one of the small falls that emptioinro the pond.

Can the pond water be more prone to creating bubbles due to a chemical imbalance in the water or is this simply a result of the water flow.

Sure. Here’s one from two weeks ago and then one from this morning.

I had to dig out 4 feet of sludge.

Is that a picture of the bubbles you're talking about? Bubbles can be the result of DOC - organic material in the pond. But since you just cleaned it, that's not the most likely. Maybe it is just from your water flow.

@PR615 which picture is the most recent one? The first one posted actually doesn't look too bad when compared to the other two. Bubbles could be from water flow like @Lisak1 mentioned or you could possibly have a small amount of DOC that are hanging on after the cleaning. You might just have to give it more time and check an eye on your water parameters. Once the pond balances out after the BIG cleaning you did I would imagine the bubbles would go away on their own.
