Question about pump size to pipe size

A pump rated at 10500 GPH with 3 inch inlet/outlet, can it be run with 2 inch pipe and have greater than
8200 GPH needed?

It depends on your head pressure.
Do not restrict the inlet size, only the outlet. Having a smaller than spec inlet will shorten the life of the pump.
