Scuds

What is the best time of year to introduce scuds to a pond? I have not had much luck yet. Pond is about 1/4 acre and has plenty of vegetation across the bottom. It does freeze over in the winter. I suspect that boatmen eat the scuds that I have put in. This has been frustrating. I have not been successful with ghost shrimp either. There are no fish yet.
