I'm no disease expert but that does not look good to me! Wondering if it is ick? Wait for someone w/more knowledge to help you please and hope you can correct this for the poor fish :(

It could be more than one thing. Could be ick or another type of parasite and that is causing fungus to grow or something else. It's not always just one thing going on. In your other post you said they were jumping and banging against stuff I believe and that could be from some kind of parasite that bothers them so they jump and crash into things to try to get them off.

Yes, it is a problem. I have actually seen high ammonia 'peel' the skin off a goldfish and it looked like that. But your water parameters appear good so I agree with the above, looks like a fungus.

@420benz I know you were having a problem earlier.... Have you added anything to the water recently (like medications or chemicals, salt, algecid, etc)?

Is there salt in the water now? To me this looks like excess slime coat from something in the water that is irritating them. It could be parasites or too much salt or any number of other things, like chemicals.

If you added salt, the only way to get rid of it is with water changes. That would be my first approach if these were my fish.
