Water De-Clorinator - Partial Water Change

I have a couple of questions about the but the correct way to add declorinator when doing a partial water change. Do you add the declorinator as you are refilling, before you begin refilling or after refilling? Do you add enough to cover the amount of water needed to refill or an amount that would declorinate the entire pond volume? These may sound like silly questions but I've been wondering.:)

you add the amount needed for the NEW quantity of water being put into the pond. (The existing water is already declorinated).

You kinda throw it in at the same time as you've got your hose in there.

not silly questions at all.
