Because of its aggressive growth rate, water hyacinths are illegal to possess in Florida without a special permit. Contact the Florida Department of Enviromental Protection for further information. Sorry
The State of Fl should invest in a few baby koi to control the spread - mine eat the WH in a day or two. Can't keep them in the pond. And I do love them so much.

My understanding, perhaps mistaken, is that that pertains to the sale of, not simply possessing.

Well, if you're willing to take the risk without being sure, I'd think you'd be able to find some in the wild to take.
Taking plants from the wild is illegal.

Depending on the type of plant, and the property its on, you're correct, it is. Some people don't care.
If you have neighbours which may be inclined to be snippy, life would be a lot more relaxed to consider umpteen other hundreds of very attractive, useful aquatic plants for an ornamental pond. Night bloom tropical waterlilies are a humdinger, great surface coverage, moderate water temps, superb heat tolerance. Real perty after dark with an led light set beside them, when the heat of the day makes visiting a pond an ordeal
