A plastic type container, with any underwater lights would probably work. It would be a matter of making it fit how your water fall is.
Do you have a picture of where you want it to be?

here is a link..........for some at home depot, with some underwater lights, or even lcd lights, some good sealant you could make the box. up

LEXAN* polycarbonate sheet stands out above all other products by providing unmatched impact resistance and strength, along with glass-like clarity all in one versatile product. Its virtually unbreakable strength allows it to be used in a variety of applications ranging from security and vandal protection to storm door and window replacement to do-it-yourself projects around the home. Its versatility allows it to be used by both the homeowner and contractor alike.

I have one of those sitting right behind me.
Where the water comes out there are 2 pieces of plastic that has a gap of about1/8"
It has 12 pieces of plastic that is glued inside to maintain the 1/8" gap
