Welcome to our group, they do like an intro from you.

The only way to keep the wet look is water, or some sort of sealant like they put on floor stone, but not sure if safe for fish

You can use a sealer for tile or concrete. It comes in flat, semi gloss and gloss.
If you want the wet look get the gloss.

I put some on tile, it pealed off, so I would test it on a few rocks to see how well it holds up. Rocks have a lot of texture, they would probably do fine with a gloss sealant.

Grout sealer works .I buy the spray can it is easier .It is also food safe ,so I'm guessing fish safe .I found that out when I put my glass back splash up in my kitchen and I will have to take a pic of the rocks .That was over a year ago .

Try tile sealer called 501, you can find them in tile section in Home Depot, once it dry up it will bring out the hidden color of rocks, I had it on my granite paving stones of my patio for a few years and they still look new.
