I am assuming what is shown is brand new and not hold over frost damage. Two main reasons are insufficient light or nutrients. Here is what I would do first:
Look under the leaves for any pests.
Check the roots to see if they have been chewed or are string algae covered.
Look above and around the pond to ensure a tree or bush has not grown and blocks sunlight.
If negative on all of the above, look for a nutrient deficiency. They gobble up nutrients and can quickly starve.
Do you have Koi? And, are the plants getting smaller in size?

I've found that floating plants especially, are dependant on available nutrients in the water column.
As the nutrient level changes, so does the health of the floating plant - water hyacinth, water lettuce, duckweed.
I use the health of the floating plants as an indicator to the nutrient level of the pond.
It will naturally fluctuate.
