What is this in my skimmer?

What is this? I went out to clean out my skimmer basket and there was some black stuff on the leaves....almost like a powder but not. I emptied the basket. When I put it back I noticed some of it floating on the water in the section where the pump sits. I have a theory but want to hear your opinion.

Hmmm... something that was airborn at one time. Pollen? Soot?

It is hard to tell from just a photo. What does it feel like to touch?
Does look ash like. Has anyone had a bonfire near by, chimney swept, fireworks?
