What plants can I plant in these?

I have water willow growing, it stays in the 12-18 inch size. Nice purple flowers most of the summer. Easy grower

I have one of these islands that has creeping Jenny and some kind of sedum. I add some impatiens in it every year - very pretty!

What are the impatiens growing in?

Gravel. I stick the plant in with the dirt when I plant in my floating island. I've also done marigolds, but they got almost too big.
