MiracleGro makes a moisture retaining soil, which might help somewhat. I used it in some pots last year and actually had to take it out, it held the moisture TOO well.

They also sell moisture control beads you can buy to add to your existing soil .I use them all the time .I also have 2 small soda bottles with water in them and a small hole drilled in the cap as drip irrigation in several of my flower pots.I add fertilizer to the bottles also

maybe you could put a liner in it. the surface would dry but underneath would probably stay wet for awhile.

I tried that but with crumpled grocery bags .it worked a little but rotted the roots on some of the plants that did not like really wet roots

Mulch over the soil will help. Just keep it a bit of a ways from the plant stems so as to not rot them.

I tried this year crumpled landscape fabric and mulch on the bottom and then composted soil with the water beads added .I will see if it works .

I use a drip irrigation system on my hanging baskets and pots that are on my patio and porch.
Same here, I put mine on a irrigation timer, set and forget, my favorite type of watering.
