As long as there is something for the bacteria to grow on (media), food for it to live on (ammonia), aerated water, and the proper temperature, it will grow to the amount necessary for the system.
So the fountain will work to aiate the warterThe water has to contain oxygen, as any water that is exposed to air would. The bacteria also need oxygen in order to live.
Water that comes from underground, like most well water, lacks oxygen. But the minute it is pumped to the surface and exposed to air, it takes up oxygen and is then aerated.
How long do u suggest I run my filter for before I put fish in pondYes, but the water already has oxygen in it. It's not underground or in a vacuum where no oxygen would be available.
Anytime you can create movement in water at the surface, it will help aerate the water. Many of us use air pumps and air discs or bladders to churn the water. A waterfall or your fountain does the same.
You have everything necessary for bacteria growth. But it takes time for the colony to grow large enough for the task. It won't happen overnight.
