I would:
  1. move the fish out of the main tank to see if the problem is in the main tank
  2. check if your fish condition improve or not
  3. If it improves, then we know the issue is in the main tank
Not sure what you are trying to say….. Put the fish in quarantine…..? I believe this is the only fish in this tank.

I believe they're trying to rule out the water/aquarium as an issue. Of course, I'd be wondering if there IS another temp tank for such a move.
