water quality is good nitrates and nitrites are non existent

Then your water quality isn't good... Nitrates should be around 10ppm usually... nitrites 0ppm whats you ammonia reading?

Water that is to cold or city water can harm fish .You need to find out the temperature of the pond water and shade it if you can .I made half a hoop house over mine ,easy to make rebar in the ground and

pipes put over the rebar
