Some tell me to rinse the green Skimmer pad (they call mud pad) at least once a week, others tell me that " that mud is actually beneficial bacteria, so only rinse the pad in Spring during pond cleanup, and never touch it again if possible".....so who do I listen to?

Like Tula, I also clean my skimmer pad frequently. In the spring it was daily, now every few days.

Clean you skimmer pad as needed. Every submerged surface in your pond supports beneficial nitrifying bacteria. Cleaning it will make negligible difference. This practice does not apply to biofilter media however.
