Most koi owners don't keep plants in their ponds, or rather, CAN'T keep plants because the koi mess them up or eat them. But some people do, so maybe you'll get some feedback. Sorry, but I only have gold fish.
Phasing in hardy perennial pond plants which are too tough to graze will get the numbers of ornamental pond plants going.
Pond iris, cyperus, sweet flag, graceful cattail, are evolved to cope well with rowdy pesky chompers
When the tough as boots plants mass up, then you can sneak in perty plants in exclusion zones, within say, free floating tubs. Water hyacinth can mass up safe from the greedy pack, when they overflow the exclusion zone the spares can provide a steady supply of nibblies
