I have a 17x17 5ft deep pond. I have koi, goldfish, dojos. In Washington state what fish can i add that will likely outbreed predation and survive winter?

Unfortunatly skeeter fish, rosy and fathead minnows are all very illegal in WA and i cant find anywhere they might accidentally join a plant purchase from. I have koi and a few types of goldfish. Was hoping to add some more variety and read bluegill get agro when breeding.View attachment 172441 @swamppond21
We are neighbors as I live up north in Arlington.
Nice huge pond you have! Would love to see photos.
My friend up the road keeps some Blue Gill in her pond. She also has koi and goldfish also. Think she tried putting some kind of trout in there too but not sure they survived. Do you have any Shubunkin goldfish? Love those as they are similar to koi w/having many different colors and patterns. Lots of minnows can survive and skeeter fish and they can really breed and take over. Think they might end up as fish food for your bigger fish. Some catfish can survive but not sure how friendly they are w/other fish?
