Sorry I have to agree that those are some scared fish trying to get away from the predator all they see is a figurine you have the sun at your back. They can't make you out from a raptor. I'm afraid even with a tunnel in the stream section it appears so shallow that a blue heron would just reach into a shorter tunnel and pull the fish out.
