I can't picture in my head what you are doing w/decking boards in building a pond.
Doesn't seem they would be very strong but maybe I am imagining things wrong in my head?

Welcome ,
most raised ponds don't have shelves , not that they can't. Ponds can be built in anything your mind can come up with , some will work better than others
