New fibreglass pond

Hi. Newbie here. We grabbed a fibreglass pond form from our local recycling page and have dug a hole in the back garden. We are starting to landscape around it, going for a Japanese style using some statues/temples that the previous owner left hiding in the garden.
We've bought a pump so that there will be water movement and a small waterfall. My question is, before putting any plants into the pond, should we be putting soil in the bottom, or do they stay in pots? And if so, how deep should the soil be?

My plants are in pots of kitty litter, the kind w/no additives, 100% all clay.
